Energy Returns for Indian Industries
Make India's MSME energy use visible — one annual, pre-filled filing at a time. About 1.96 crore manufacturing enterprises sit outside India's energy information system. A pre-filled annual Energy Return would bring them in without a single new audit.
The Problem
The gap CRID is closing
India has no unit-level energy database for manufacturing MSMEs. Roughly 1.96 crore manufacturing enterprises sit outside the national energy information system, while PAT reaches only 1,333 large Designated Consumers. The gap persists because PAT thresholds are set far too high for MSMEs, because data is fragmented across DISCOMs, GSTN and one-off cluster studies, and because full energy audits cannot scale to millions of units. The result is that about 25% of industrial energy consumption is simply unmeasured, and ₹1,400 crore of mapped cluster savings potential stays unrealised.
CRID's Approach
How we're building this
CRID proposes a mandatory annual self-declared Energy Return filed through Udyam. DISCOM electricity records and GSTN fuel purchases pre-fill the return; the enterprise confirms the values and adds physical output; the system then derives specific energy consumption for benchmarking. Section 14(e) is used to create a Reporting Designated Consumer category — a reporting duty only, with no targets and no ESCert trading — at a proposed threshold near 50 toe/year against PAT's lowest floor of 3,000 toe. The filing burden is designed to stay within 15–20 minutes, and Phase 1 targets 68–74 lakh priority-sector units selected for DISCOM and GSTN traceability.
Expected Impact
What changes when this lands
Three pressures make this urgent. On trade, CBAM is live and exporters of steel, aluminium and chemicals need verified embedded-emissions data that does not exist at enterprise level. On supply chains, BRSR value-chain reporting now reaches down to suppliers, and MSMEs without verified energy records risk losing preferred-supplier status. On finance, SIDBI, NABARD, PRGFEE and other DFIs cannot structure or price efficiency loans without enterprise-level performance data. A working Energy Return gives all three the evidence base they currently lack — and opens a route into ADEETIE priority and the CCTS.
